Coming from the gnulib discussion at:
  https://lists.gnu.org/r/bug-gnulib/2020-07/msg00185.html

There is a difference for the URL in the 'FUTURE REVISIONS OF THIS LICENSE'
section of the FDL licensig text in CVS ...

https://cvs.savannah.gnu.org/viewvc/gnustandards/gnustandards/fdl.texi?view=markup#l417

... and all the other different formats available (web page, plain text,
Texinfo, standalone HTML, DocBook/XML v4 or v5, LaTeX, Markdown, ODF, RTF):

  https://www.gnu.org/licenses/fdl-1.3.html
  https://www.gnu.org/licenses/fdl-1.3.txt
  https://www.gnu.org/licenses/fdl-1.3.texi
  https://www.gnu.org/licenses/fdl-1.3-standalone.html
  https://www.gnu.org/licenses/fdl-1.3.dbk
  https://www.gnu.org/licenses/fdl-1.3-db5.xml
  https://www.gnu.org/licenses/fdl-1.3.tex
  https://www.gnu.org/licenses/fdl-1.3.md
  https://www.gnu.org/licenses/fdl-1.3.odt
  https://www.gnu.org/licenses/fdl-1.3.rtf

While the version in CVS has the link to the 'copyleft' page,
all the others point to 'licenses':

-@uref{https://www.gnu.org/copyleft/}.
+@uref{https://www.gnu.org/licenses/}.

Please clarify.

FWIW also older versions have the same link:
  https://www.gnu.org/licenses/fdl-1.1.html
  https://www.gnu.org/licenses/fdl-1.2.html

Thanks & have a nice day,
Berny
