That could be so, but one cannot be quite sure which *is* the "behavior
the people expect".  The truth is GNU tar behaved this way for quite
some time, at least since 1.13 or perhaps even earlier version,
i.e. at least since 1999!  This means that quite a few people may be
relying on this particular behavior, and it will be unwise to change it
all of a sudden without a prior notice.  Especially, given a sad
impression that 1.24 no doubt has left. 

That being said, I would ask you to keep that patch in stash for a
while, and return to that question after the release.
