The truth is GNU tar behaved this way for quite some time, at least since 1.13 or perhaps even earlier version, i.e. at least since 1999! This means that quite a few people may be relying on this particular behavior, and it will be unwise to change it all of a sudden without a prior notice. Especially, given a sad impression that 1.24 no doubt has left. That being said, I would ask you to keep that patch in stash for a while, and return to that question after the release.
