IMHO, this should be an optional behavior, either via some @-command or some command-line option to makeinfo. FWIW, I'm maintaining a FAQ that prints in more than 200 pages, and I never received such complaints. Perhaps you want to use --number-sections, to make it easier for your users to find their way. Extensive indexing is another aid (IMHO, there should be no need for users to search the TOC when they are looking for some specific issue, that's what the indices are for).
