There is a way:

  ESC 1 SPC   Scroll forward 1 line.
  ESC 1 DEL   Scroll backward 1 line.

However I agree that this is just a wee bit too hard -- three keypresses for
something as casual as scrolling? Maybe we could make the newly added Insert
and Delete keybindings do that.
