Someone already have--the HTML output produced by makeinfo is viewed on
many sites by all the popular browsers, and bugs are reported. In
addition, the output for several large Texinfo manuals was previewed with
many versions of many browsers during the pretest of Texinfo 4.0.

You only named browsers widely used on Unix and GNU/Linux platforms.
These are not the only games in town.
But I didn't say that the change you suggested will break some browser
out there. The comment about insane browser was not related directly to
that change, it was a general comment.
