I guess so. We can replace Emacs info mode if we have either a
functional W3 mode or something similar than can read XML and apply
styling. Obviously desirable in itself (I think the latter is essential
for any long-terms goal of using Emacs for word-processing), but I don't
know of anyone working on ether.
