No, it isn't.  What you meant to say is that the text in an Info file
is stored in the so-called "logical" (a.k.a. "reading") direction.
That is true; however the Info _viewer_ could very well _display_ that
text in any direction suitable for the language(s) or script(s) used
by the Info file.

IOW, the directionality of the text in an Info file is (or at least
should be) a purely display-time feature.  Processing of the
format-specific portions of the Info file is indeed always in the
logical direction, but that has nothing to do with display.
