mod_headers fails to set header

This referenced documentation is not for Apache 2:

In addition, using mod_headers and Header set Server has worked in previous 
versions of Apache 2.x and has started failing on the most recent upgrade.  
Aside from working for me, this article additionally references that this 
method works in Apache 2 and NOT in 1.3x.  I filed this bug against v2.
