In addition, I'm not really sure it is Apache's responsibility to decide what kind of requests it will pass to the filesystem and what kind it won't. On the other hand, apache should be canonicalizing the filename before it matches agains <Directory> and <Files> sections. I'm not sure why that is not happening.
