It is time for you guys at Linux to wake up and realize that Linux is not Unix. 
 
Linux has to behave as part of the Unix / Open Source Community.Seems to me that
Linux is behaving likethe Microsoft of Unixes.  Joe your suggestion does work
and NEEDS to implemented so that the apachectl script can work for ALL Unixes. 
When I mean all, I mean you have to realize than /bin/sh is not /bin/bash on all
systems. When I looked at the apachectl scripts and your comments, I realized
that the ulimit is a bash dependency which would not work in non-Linux Unixes. 
So conclusion this is a bug that can could non-Linux Unixes.  The fix is that in
make install, the apachectl need to know where bash is AND need to add ulimit -n
1024 or however large enough a number you need.
