Could you please try the same with a self-compiled apache with the source from
http://httpd.apache.org/download.cgi
I would like to rule out any vendor related changes in the source.
Also before trying out. Kill all the http processes in the system
(ps -aux | grep httpd should not give any processes)
Also make sure that 80 is not occupied.
i.e (nc localhost 80) should not connect.
