Yes, however, this file may appear in many other contexts, including in
third-party distributions, and downloaded as part of the release package
itself, and is also sent in the announce emails which are sent to the announce
list, and to the users list.

The link is there in case there are later updates to the document (such as, for
example, any inspired by this bz ticket!) so that any distributed copies of the
file still reference the original, authoritative document.

See above. Same reason. The CHANGES_2.4 document gets updated with some
regularity - ie, with each release - and so someone with a copy of this file
can, at later dates, link back to the authoritative version.

So, to summarize, this is correct behavior, since this file/document/text will
appear in multiple formats and places, not *just* on this specific website.
