Dear Laura:

Some employers want to send only updates, some want to send a whole new file 
every time.  The 834 supports both of these.  What it doesn't have is a 
replication control that would enable sending just the updates but then 
enabling the receiver to know, after posting the updates, that the resultant 
enrollment file is exactly correct.  Therefore, even those employers that 
usually send updates want to send the whole file once in a while to reconcile.
