Laura - I was a member of the 834 workgroup when the text regarding full file was added to the guide.  Actually, I asked for it.  Most of our customers send only monthly or bi-weekly full files.  Their systems are not capable of sending daily updates.  Only our very largest customers have ever expressed an interest in daily updates.  Even though a desired result of EDI is to limit the volume of and speed up transactions, it was decided to give direction in the IG regarding the use of the 834 for daily updates with periodic audit files OR as a regularly scheduled full file update.

I didn't see any response to your question so here are thoughts from my experiences. Typically the update transactions are all that are needed on a daily basis.

Then on some scheduled frequency (weekly or perhaps monthly) a full file replacement is usually performed.  That way the daily job cycle can be tuned to complete timely with the full file replacement to assure accuracy can be scheduled to occur when time constraints are somewhat lessened. So it is not 'only' intended to use full file replacements for auditing purposes although that certainly can be a purpose. hope this helps -
