As far as I know, there are three big compilers on Windows: MSVC, MinGW and Cygwin. Cygwin is POSIX emulation and should be used with CONFIG_TARGET_POSIX. MinGW and MSVC both share runtime libraries. There are differences between them. I would imagine some more ifdefs be added based on compiler, but not huge changes.
