     I agree. Unless you are a extra you have no chance  to make the 
contact. How is that fare or right to those that are trying to  collect all 
States. Does this mean that only extras can collect the WAS. I do  not think 
that 
was the intent of the ARRL.

It sure would be nice if when W1AW/5 LA would locate within  the General 
portion of the phone band on 80 meters or 40 or 20. Last night I  had them 20 
over on 3790 but that is out of band for me so all I could do was  listen. 
This morning they are on 20 meters at 14.220. Same  situation.
