calling a police emergency or non-emergency and requesting service is the same 
as making a report. a false report is never something you would want to do, 
especially to take a unit out of service on a welfare check for something you 
know does not exist. i would not want to be on the hook if the unit gets ticked 
and wants to file on someone. this should not even be a point of discussion.
