Sorry Jo, but shooting those who disagree, even with silver bullets is

Your typical HOA was created by the developer and was structured to 
protect the developer's investment.  Once the developer is out of the 
picture, then what remains is what you've observed.  From my 
perspective, the problem is that there is no easy way for an HOA to just 
die after its utility has ended.
