No doubt. Yet I do wonder which part of an antenna are we talking about, the whole thing or just the apex. I'm no DX'er, but the apex of my G5RV is roughly 27' now. That's about as high as a city-dweller can go without buying beaucoup land.

I suspect these guys are radiating at about 10-15 degs. Low deployed dipoles are much better for short skip than DX.
