I suspect that 23' is fair for 20 M. and even better for 15 M.
up.  The other issue with dipoles is directionality of course.

All:

Dipoles have a lower angle of reception unless
they're up at lease a 1/2 wave length off the
ground or a vertical.  I suspect these guys are
radiating at about 10-15 degs.  Low deployed
dipoles are much better for short skip than DX.
