Unfortunately, politics is not their strong suit. The HOA’s have a
major lobbying group and our voice is very small. Most people think
of us a weird geeks tinkering in our garage. Geeks don’t have clout.
ARRL’s position as a 501c3 organization limits what the League can do
directly as far as financial assistance for this effort. We need a
real PAC
Where are all the companies that benefit from Ham Radio? The antenna
manufacturers, the transceiver makers, big wholesalers who live off
our purchases. What have they contributed to this effort?
If we as a community really got behind this effort with our wallets,
the outcome might have been better. We could easily have raised
$2,000,000. for this task. Money talks folks.
The harbinger of failure was the FCC’s opinion last year that a
federal mandate for PRB-1 was unnecessary. Lobbying the FCC for a
strong, positive statement should have been the first task. Forget
about going around them.
Yes, I would have done it differently. Instead of a go for broke
approach, we should have taken an incremental approach over several
years, like the West Gulf Division guys have been doing in Texas.
Build up the clamor and the support engine. Make this the #1
priority of Ham Radio. Get a giant war chest.
Otherwise you can all go back to sleep.

Based on this I don’t see myself renewing my ARRL membership. They led
this charge and set themselves up as being our savior. All I see is a
royal screw job.

Amen, you are correct. This version requires hams to get approval
from HOA for any and all antennas, and allows the HOA to determine
what is reasonable.
Recent ARRL newsletter indicated this draft is a compromise
actually written by two opposing lobby groups, the ARRL and the
national HOA association. This is another example of the dominance
of special interest groups at the expense of individual citizens.
This version clearly does not represent “parity” with the existing
Federal exemptions for homeowner TV reception antennas.
This version is BTN (better than nothing), but not by much. It may
help some hams. Pretty sad result.
