Many USB serial cables do not implement all the signals needed for flow 
control. Looking at the 450d manual, it appears to use the RTS And CTS signals.

But looking further...

Another possible issue is to have matching bit rates, stop bits and parity on 
both the radio and computer (likely 4800 N 1). As long as they match, the 
actual value probably does not matter. The 450d manual says to set RTS to 
disable, so likely flow control is x-on x-off (software flow control).
