KARS next scheduled test date is May 9th. As of now it has not been
cancelled, but that may change depending on the state of things

The change over refers to a new question pool for the Extra exams on
6-30-2020.
New question pools for Technician will be changed over on 6-30-2022
and General will be 6-30-2023.
