The voice clipping is normal on 800/900 Mhz police radios weather you listen 
over the internet, scanner or an actual Motorola radio.  It is because the 
audio is sent in short packets digitally and then decoded at the other end.

about $200, hoping that we might find something really nice in used gear. One 
of us will set up at home. The other would like to be able to move around, so 
remarks on mobile versus handheld are very welcome.
