Hello.
I can check if anything bad with it and repair if components are available.
According to information I found
https://www.icomamerica.com/en/products/amateur/hf/706/specifications.aspx
output power is not always 100w and depends on output frequency and transmitting mode.

Hi Alexander,
I am looking at buying an ICOM IC-706 MKII from fellow member. He tells me that on HF it only produces 40 watts of power when it should deliver 100 watts. Do you repair things like this?
Thanks

Dwight
