the best way would be to actually read the licensing page that everyone
skips when they install software.  there can be notices not to export in
there.
the CIA publishes guidelines on what level of encryption can be exported.
( they can crack everything else).
I may not be easy,  but I would hate to be arrested because my Balloon had
something on it that it should not.
