Wolf,
Good morning.  When I lived in a townhome I found the Wolf River Coils TIA 1000 
worked best from the top balcony.  I tried the DXCommander classic from the 
balcony but as you can imagine, it was a bit large for the space.
 
I later went with an EFHW (End Fed Half Wave) antenna diagonally placed on one 
exterior side of the townhome.  This was possible since the townhomes were 
separated by about 8 feet on either side.  My antenna feedpoint and ham shack 
were located on an upper floor. 
 
Hopefully that gives some ideas to you.
