Qt (http://www.trolltech.com/products/qt) is the best for C++ in Unix 
and its variants and will also work on Windows but it costs $1500 
because its a high quality commercial product. In Linux you can get a 
GPL/QPL version by downloading it.

wxWidgets (http://www.wxwidgets.org/) is the most popular free (LGPL and 
$0 price tag kind of free)  toolkit you can get for Unix and its 
variants along as well as Windows however its not as good as Qt imo and 
in Linux and Unix it usually uses GTK which I find to be very hideous 
and inconsistent across platforms.
