This had been solved before the release of RC1 I believe.
BTW the Administration/Custom Shortcuts is just present to let the Admin manage 
them, but there are displayed in the top menu bar of Web Client and in the 
shortcuts section of the Menu in the GTK, where you expect them. You need to 
reload the view to see them, however.

demo user can not save shortcuts - if this is intended behaviour the menu item 
"save as shortcut" should not be available

IMHO this is the resulting error

BTW  if shortcuts are saved in "Administration / Custom shortcuts" they will 
not be available for normal users as they do not have access to Administration 
Menu usually.

May be I miss the idea behind shortcuts - but I would have expected to see 
shortcuts integrated in the (individual) shortcut menu of forms.
