Most of the popular GNU/Linux distributions have this same limitation. That is, a significant number of packages are available only from online repositories. Admittedly, they have an on-disk format so you can download a bunch of select packages. But remember, you can effectively do the same thing with OpenSolaris using the distribution constructor.
