Changes look fine, as a workaround for this issue gui-install currently manually
sets timezone to UTC (check usr/src/cmd/gui-install/src/main.c), when
gui-install is loading.
Part of this fix could be to remove this manual setting, can you test that if
this is removed the timezone shows correctly within the gui-installer ?

Installer shows timezone as "GMT/UTC" in "Region" and "TZ" fields after
removing manual fix from gui-installer.
