Any chance you have the polarities miss-matched on either side?  Seems close to 
what you may get with a polarity mismatch.
Are both odu's showing the same signal?

Did someone run a path calculation for you ?  What is your current speed?  I'm 
assuming tx power is turned as high as possible , cables have been checked, Poe 
checked and all that?    
If you don't mind send me the lats and longs and heights of both paths and I'll
