There weren't and aren't any POE standards lower than 48v, just some de-facto industry standards. At the time in the early 2000's, there was not an industry de-facto standard for lower voltage; Cambium was one of the first with 30v blue negative/brown positive. The rest of the industry eventually went with blue positive/brown negative.
