Many  Cambodian leave their future to "chance" or "Phoap Preng Veasna". 
There is no  plan for retirement or for higher education. Actually, there is no 
plan  for what will happen to their life tomorrow.  They seem to day  
dreamingly depend on some kinds of donation from Cambodian government,  
international community or somebody.  
Unfortunately,  the government does not have such system in place for 
Cambodian students or  elders. Political parties only come to promise and toss 
a 
few dollars during  their electoral campaigns. International donors and NGOs 
are trying their best,  but their overhead expenses are enormously high; 
hence the recipients only  benefit from their leftovers.  
It  is very remarkable that somebody like you, me and a few foreigners who  
generously share our hard earned money with them to help; however, in many 
cases  our assistances are being abused or mistreated. I agree, they do 
shoot  themselves in the foot. It should be noted that the abuse is not done 
only by  individuals; it is also committed by members of many organizations 
including  political parties. For  the lack of better words, it’s a societal  
corruption. 
Drinking  from someone's elbow is not a solution for a better future.

Yes I  agree. It seems that some kids from the countryside and or their 
parents don't  care about their future as they jeporadize the trust between 
them and  their western donor whose willing to finance the education. Talk 
about  shooting themselves in the foot. The parents obviously aren't thinking

Khmer students from the  country sides should try harder to get higher 
education to balance things out.  Otherwise they will not have a chance to 
compete. Some types of programs  should be available for poor and talented 
students to help them advance in  formal education.
