In hindsight, the agreement was a double edged sword. It could serve a good 
 purpose only if it was properly enforced. It was not fully implemented for 
UNTAC  failed badly. 
 
Vietnam was a few steps ahead of those power hunger and power hunting  
individuals. Cambodian fighters forgot (or chose to ignore) that the communists 
 
only negotiated when they were losing. Vietnam had plenty of experiences in 
 dealing with such agreements with the US and other countries. It has never 
 respected any agreements and why should anyone trust Vietnam to enforce 
the 1991  peace treaty?
 
Cambodians were led to believe that the agreement was going to be  fully 
enforced, but the Vietnamese and their allies had no intention  to implement 
that. They had fully controlled Cambodia infrastructures at  the time the 
agreement was signed.  
 
Now the Phnom Penh government and the CPP officials are laughing at  those 
same people who honor the agreement helping them to get their power and  
riches. Unfortunately, those who signed the agreement are now on  the same side.

treaty. For me , I called October 3rd,  1991 is the day that Khmer were lost 
their land for ever, and it is just  like Kampuchea Krom and the October 
23rd, 1991 is the sad day for Khmer  race , which became the minority in their 
land.
