No NGO can operate an hospital in Cambodia without respecting the CPP rule which is, in order to operate an hospital, all the NGO hospital funds must be transferred to the CPP people. And this without exception. If the NGO operators don't agree with that CPP rule, the NGO would never ever get the authorization to operate in Cambodia. The WORLD VISION proposed to HUN SEN government to create and operate 25 hospitals, one per each province and municipality, and each one is bigger and well equipped and modern than any existing hospital in Cambodia (the French CALMETE hospital, the Russian hospital or Preah KetMealea hospital). Hun Sen said, if you want to operate in Cambodia, you have to respect the CPP rule. All the Hospital funds must be in the hand of CPP people. The CPP let the Hostpital managers recruit their personals and buy supplies and the CPP pays the personals and supplies etc. The WORLD VISION refused the CPP rule. Hun Sen did not want the 25 American hospitals to save Cambodian life if they don't respect the CPP rule. Until today, Hun Sen government still opposes to the creation of these 24 American hospitals in Cambodia without the CPP rule.
