Perhaps, you judge the situation from a feelings instead of facts. Look at the resources for the Cambodian people in Cambodia. Ofcourse, they DO NOT have adequate resources to supplies their own population. On the other hands, rich people or some average Cambodians chose services in Vietnam because they are better since Cambodian institution doesn't offer such quality services. There is no need to say any more....
On the border issue, Sam Rainsy was competely wrong when he acted as such. Nothing can change that.
