First- Cambodia has been started from year "ZERO" that has no ediquete state instritutional infrastructure network. Not enough human sesource to operate them if set them up quickly as needed as some people have claimed. Goverment need more time, such as more universities and a lot more schools more routes more micro-economic growth more clean water. more health facilities. Cambodia is not like singapore, Malaysia, or Indonesia. So, government must keep control instability, no matter how much to spend and on the other hand Foreign powers have agreed to closed their eyes behind closed door. This is the must. Hun sen is the only Cambodian leader they can trust more than anyone else, they need, I think, two more terms before Cambodia becomes a real democratic state as an exemple for others 9 states in ASEAN.
