First- Cambodia has been started from year "ZERO" that has no ediquete state instritutional infrastructure network. Cambodia is not like singapore, Malaysia, or Indonesia. So, government must keep control instability, no matter how much to spend and on the other hand Foreign powers have agreed to closed their eyes behind closed door. This is the must. Hun sen is the only Cambodian leader they can trust more than anyone else, they need, I think, two more terms before Cambodia becomes a real democratic state as an exemple for others 9 states in ASEAN.
