I think they (the uncle) manipulated the date of birth day, that's it. Nobody
knew exactly his real birthday. Therefore, He can be sous-lieutenant at 18 or
twenty if we consider 1937 as his birthday year.. It was his uncle who arranged
all that to make it possible.

Have a nice day.

But you said that NV was graded as sous-lieutenant de police at around
1957, how? at 17 years old boy can do ?
You're Dr. 3eme cycle es Math. You should be good in logical/date and time
precision..Again thanks for your time and effort.

Dear Mr Vincent Thach,

Vy Neal is his American passport name which was given to him by Mr Neal, his
CIA agent handler. Neal is an American name, said the officer; with an American
name you can get help from any US Embassy for the rapid evacuation. This is why
I gave you the last name Neal, said the CIA officer.

All Kanseign Sar's Presidents had several noms de guerre. I just focus on Chau
Dara only because Neal continues to work to free Cambodia until his death 2012.
So I had to hide his identity for security reason. The others had died already.

On his passport he was born on 1937, but according to his sister he was
younger, on 1940.

His uncle is Crown treasurer of King Sihanouk. He was his uncle adoptive son.
It was his uncle who decided to put him at the Police Academy of Kompong
Chhnang. His uncle told him, the power though the gun barrel.

So when he was about to finish his classe de quatrieme au College de
Battambang, he was admitted to the Police Academy.

Around 1957 he was graded sous-lieutenant de Police. Two/three years later he
got three other diplomas: Agriculture de l' Ecole Prek Leap, Mechanical de
l'Ecole des Arts et Metiers de Phnom Penh, et diplome d' Infirmier d' Etat,
Phnom Penh. Those skills will help him to survive during the Khmer Rouge regime
and he became very trusted among the high ranking Khmer Rouge leaders, Noun
Chea, Ta Mok, Sar Phim etc for his know-how and leadership.

During the first years of the 1960s, Nien Thean, the most powerful Kampot
governor after a brutal dispute with him, decided to kill him. He escaped to
Laos. There he was trained the guerrilla warfare by the Vietminh and a few
years later he left the VM. Then he was retrained and recruited by the CIA to
fight the Vietminh. He worked for the CIA since that time.

When I publish the book on Kanseign Sar, I will have more space to talk about
all that.

Sincerely,

Baphuon.

Cher Monsieur Baphuon:

Thank you very much, everything relating this secret has been clear up in
my mind.
I felt that this is something like a title, and exactly it is.

Why the second and the third presidents didn’t use this title ?

Furthermore, I found something illogical in your documents

In the message of condolence of NEAL VY, he was born in 1940. So, in 1950,
he was just a 10 years old kid, in 1960, he was a 20 years old boy, and in
1970, he was a full age man. But, in the documents, CHAO DARA, who cannot be
LN, started his activities from the 1950’s. Where did he receive the education
… so, NEAL VY was too young to be CHAO DARA.??

If the second and the third Presidents used also this title, it is
explainable.

Hi KC!

Here are the four presidents of Kanseign Sar:

1. Lon Nol (Chau Dara) 2. Thach Poch 3. Thach Prum Vireak and
4. Neal Vy (Chau Dara).

Chau Dara was the nom de guerre of Lon Nol as the first president of Kanseign
Sar.

I use Chau Dara as nom de guerre for Neal Vy in the purpose to hide his real
identity. Neal Vy let me use Chau Dara as his name. Sure he had several noms
de guerre.

Lok Baphuon, thank you, so that was what I thought, otherwise everyone would
scratch their head and wonder " Geez! how could
a fierce KR enemy be promoted as a KR division cammander? "
Again, I'm getting interested to how Lok Neal Vy be able to manage to fight
the KR for saving the KR? Please would you give more detail? ( whenever you
available ), also it's great if we can get to see the interviews he made with
the US senators.
BTW: last time I asked you about who was Real Chau Dara because one of my Khmer
Kampuchea Krom friend claimed that Chau Dara was Lon Nol, that not convince me
at all because I had one of my brother-in-law who followed Lon Nol since I was
a boy, he never mentioned about that not once, otherwise I should had known it,
unfortunately he was executed by the KR when they took over PP, after they used
him to drive the millitary GMC transport their troops for a while.

Thanks lok Baphuon again for your time sharing all interest stories.

Hi KC!

Toward the end of Khmer Republic Part 2, Chau Dara saved 32 KR Central
Committee's high ranking members from the execution and free them all. They
were friends knowing very well each others for so long. These 32 will protect
Dara in return during Pol Pot regime.

Even under Vietnamese command 1980-81, Chau Dara was a division commander, a
division including 4000 Vietnamese soldiers to fight the KR Army. He fought KR
Army in order to save them (KR Army) from the extinction. He saved about 40,000
KR soldiers in order to build up later Khmer Resistance to fight Vietnamese
Army under his command.

US Senators interviewed Chau Dara/Neal Vy three times on that point of the
story.

People told me also about a pagoda near Phnom Penh, T-28 dropped 2 Napalm bombs
on friends forces which killed all the company 100 soldiers. They asked me not
to mention the guilty by name.

Kong Chhay Hong was promoted to the grade of Major, but Hong refused because he
was the only one to be promoted. He would like the team should be all promoted
two grades more for each one of the team.

I'm not a soldier. I just learn as you all. I try to understand the war, how to
fight, how to win the war. I still learn from all of your generation. I knew
one of your promotion who was a US Delta Force member. He teaches me a lot
about the art of War. I learn to read Cambodia map from him, the weak points
and the strong points and how organize Khmer Resistance and we can fight
endlessly to free Cambodia from Vietnamese swallow. First it is the state of
mind.

Lok bawng Baphuon,
Thank you for your contribution to our history, however I am a little curious,
Would you please explain, how could a man like Lok Neal Vy, a founder/commander
of the Konseng Sar, a big enemy of the KR, avoid the KR execution and being a
KR commander of a 50,000 troops?
Regard the bombardment in Battambang, one of a pilot, the same promo with Kong
Chay Hong said he once bombed at a convoy of what he claimed to be a convoy of
Illegal log of Sek Som Eath, and later he was called in to see Seak Som Earth
for Disciplinary, I wondered was it the friendly bomb you mentioned about. This
guy was a big time crooked, ChhunBury transit center, Thailand, he tried to
show that he still the commander, but guys used to be under him did not give a
damn, one time they challenged him by talked trash about him in his face, they
wait for him to jump on them then they will punch his face but this tug just
freaked out.
Regard Lok Kong Chay Hong, he was indeed a brave man, he was well deserved a
fast promotion during that time.

Thank you in advance,
KC
