If there is a will there is a way.  You might want to consider contacting
the View Camera people for a back issue.  That is why I sent their URL so
that you would have the contact info.  

You might also consider asking your librarian.  Just because a library is
small doesn't mean that you can't get stuff.  The libraries in the United
States are linked together to share material through interlibrary loans.  
Usually you just fill out a form describing what you want.  You are then
notified when/if they locate a copy of the literature you are looking for.  
I'm very certain this works for books since I've done it many times.  
Periodicals might be a bit more iffy, but certainly worth a try.

Ordering a back copy from View Camera would be the most sure bet, and
wouldn't cost much if any more than the newstand price.  You could
probably also contact Mr. Layton directly.  Unfortunately I don't have his
contact info handy.
