Yes the RC time constant (1/RC) is what you are talking about:

There are serveral issues.  The RC time constant of the charging circuit
can be used to estimate the charging rate of the discharge capacitor.  

The minimal flash duration will depend on the speed at which the
capacitor's charge can be dumped through the flash tube.  In this case the
flash tube's resistance in the fully ionized state is probably the
limiting factor.  However, it will take some time to trigger the
ionization of the tube gas, and my guess is that initially the tube
resistance will be pretty nonlinear.
