I think it's all due to the non-destinctive and busy icons (all blueish all looking similar). Everything else in Camino is as Aqua as it gets. If you want to have an "Aqua" feel, look for icons in the style of Mail.app
As you said it's a matter of personal taste :-) Except some people have better taste than others ;-) Everyone will always have an argument about icons. However I agree with you that I think that Camino should strive to have the "aqua" feel, as seen in Mail.app; the Finder Toolbar; and Keynote is another good example. I think there is some agreement on this general theme, among the core developers.
That said, picking a theme is the easy part. The dragons are in the details, I think. We would have to be very picky (and by "we" I mean "Pinkerton") and choosy. We would probably have to go through multiple iterations on many icons. Many would be rejected.
