Yes for the most part.  Bill also did some testing and provided input.  In
our development we have listed a series of 'touch points' which simply means
those places in an application where unless properly handled an IDN may
appear in its encoded form.  Our objective in tackling IE has been to insure
that for a user we would insure that at no place in the external application
would the ACE encoded form be visible.
