This is because 0.8.3 is based on a branch. It isn't the latest code -
its the most up-to-date and secure code of the stable branch. If you're
happy with potential instabilities you'll be much better off with a
recent nightly (on their way to 0.9) which include the new tab
implementation and all sort of other new features that don't feature in
0.8.3.
0.8.3 is designed for end users who want the most stable release of
Camino they can get. (And also users still running 10.1 based systems -
the latest nightlies require OS X 10.2 or later.)
