Prevent background tabs from jumping to the foreground, demanding attention...

To expand a bit, I open lots of new background tabs while reading. I also have cookies set to "ask before accepting." If any of the background tabs I open try to set a cookie, the background tab activates, a sheet drops down, and my browsing comes to a stop until I deal with it.

Is there any way to have the sheet remain in the background, and have the tab loading "pause" until I manually activate the tab and answer the question? I suspect the answer is 'no.' If that's the case, then is there any way to make the experience less intrusive and disruptive?
