i think mainly 2 reasons, both having been quoted by Thomas and Linn:

(1) Many countries, english is only the "second" language.
you converse in english only every now and then, so how does one get
fluent in it?
you don't get a chance to constantly converse in english till you get
a job. forget the minority, am talking about majority here :)

(2) as Linn says, many languages are very polite.
well, ain't English english like that? ;)
In many indian languages, you converse with respect: a lot of native
Sirs\Madams\Please\Sorry\Thanks thrown in abundance.
I know that many people might find this odd, but hey, what else do you
expect from a British colony of 100 years :)
