I don't mean to be rude, (I'm sure you are sharing it with best of intentions!) but I usually find it a good idea to check this sort of info out before passing it on.
I searched on www.snopes.com and this is a portion on what I found:

Beyond all the usual arguments against the value of e-petitions (see our page about the worthlessness of e-petitions <http://www.snopes.com/inboxer/petition/internet.htm>,) one issue specific to this case rules against the utility of such a plan.
The strongest argument against this e-petition is that the situation being decried is already a done deal. On 8 January 2001, the High Court of England guaranteed both Venables and Thompson lifelong anonymity plus an unprecedented open-ended injunction barring any publicity about them. Each of these young men were released in June 2001 when they were 18."
Again, I'm not trying to be mean!!!!!
I just know that if it were me I'd want to know.
