I you are looking for a new name, you could try "Specification-Driven Development". "Specification" is already a widely known term with good connotations (even if everyone understands it differently).
I don't agree that TDD is not "about" testing. I write tests when I'm doing it. It results in tests. If it walks like a duck, and quacks like a duck... Just because it isn't the only duck in the pond doesn't mean it isn't a duck. It's quite different to say, "TDD is not about testing (in spite of all those tests)," and say, "TDD is not all the testing you'll ever need."
