I have a H-18 and steel trailer with sail tube and boat box.  I'm 
sure my boat, trailer and goodies weigh under 1,000 lbs.  I can 
manually manhandle it up the incline of my driveway which is a little 
steeper than the normal approach section, between the street and the 
sidewalk.  I pulled a H-16 for years with a Nissan 210.  You should 
have no trouble pulling your boat with your Mercury.  

If you have an automatic transmission, I'd consider adding a 
transmission oil cooler.  Also if you have overdrive, I wouldn't use 
it when you're towing in hilly areas.  If you're not driving too far, 
I might not use overdrive at all.  The torque required to move your 
car is significantly higher while you're in overdrive.  And since 
your engine and transmission are rotating at lower rpms, there's less 
lubricating and cooling oil flowing.

I'm trying to remember the hitch class designations from memory.  I 
think Class II is the lesser rated hitch with approximately 1-1/4 
inch square receiver coupling.  This is more than adequate for towing 
beach cats.  

I just installed the next heavier class, Class III?, on my new 
minivan.  I opted for this hitch because it will enable me to use a 
variety of other hitch products like a bike rack, or an expanded 
metal mesh storage shelf.  I have no plans to purchase or use these 
options in the foreseeable future, but I'll have the van for years, 
and I may find a need some time. 

Check out UHaul, or your local trailer supply stores.  I didn't have 
much time when I purchased the hitch for my Honda Odyssey so I had 
them install it.  I watched them install it in 30 minutes.  I believe 
there were six bolts and a wiring harness.  It was so easy, I should 
have done it myself.  There was no drilling at all.
